At our Annual General Meeting (AGM) Councillor Amber Morley was asked how we can protect Mimico from the impact of Billy Bishop Expansion. Since then, the Province has replaced the City in the tripartite agreement governing the airport.
The topic came up on the City’s Housing committee recently. The imp
act on waterfront communities and specifically Etobicoke Lakeshore seems to be significant.

“I oppose the Ford Conservative’s Billy Bishop expansion scheme because there’s no coherent plan, no business case, and no evidence it will benefit Ontario.
Tripling passenger traffic would destroy the Toronto Islands and paralyze the waterfront.
It’s not up to Ontario taxpayers to bail out JP Morgan from its investment decisions.
In government, I’d reverse Ford’s land grab and replace it with an accountable plan that supports housing, businesses, recreation and the airport.
Ontario deserves better.”
MPP Lee Fairclough Newsletter, Special Edition July 3 2026
Thank you to everyone who has reached out to me and my team regarding the Ford government’s proposed expansion of Billy Bishop airport.
After consulting residents, businesses and planning experts, I concluded that the PC Government’s fantasy project for the Toronto Islands and airport is a bad idea, with major risks and offering no clear benefits for Ontario.
I voted against it in the legislature in June because I don’t trust the Premier and this PC government.
I oppose Ford’s Billy Bishop scheme because currently there is no coherent plan or business case for this massive taxpayer-funded expansion. The Premier is the only one in the tripartite agreement talking about jets. The Conservatives have not made a case for why downtown Toronto needs a massive expansion of Billy Bishop, or provided evidence of economic benefits.
The absence of a plan increases the risk that expansion will negatively affect residents of downtown Toronto and those along the proposed flight path. The uncertainty has already put a chill on housing development in the area that has been part of the revitalization plan for a thriving waterfront.
Finally, I don’t trust the Premier’s ability to make decisions in the people’s interest. His government has a troubling history of bulldozing democratic rights and grabbing power for vanity projects. People across Ontario, including rural and northern Ontario, are tired of being ignored on issues that matter to them.
I have a different vision. I believe the waterfront’s real economic value will only be realized through a thoughtful plan that balances recreation, tourism, businesses and housing alongside Billy Bishop Airport.
There is currently a federal consultation process on this issue which is open to all, and you can participate in the process at this link. The Ford Government should also hear your feedback, and you can share your thoughts directly with Premier Ford at premier@ontario.ca and Minister Sarkaria at minister.mto@ontario.ca.
As your MPP, I will seek to share my perspective on this matter with colleagues from all levels of government and I will, as always, continue to work in the interests of Etobicoke—Lakeshore and all of our communities.
We deserve a plan that puts people and communities first, not vanity projects. Ontario deserves better.
